Good luck being on the right side of this game given that both teams have had serious trouble all season, and they're a combined 5-24-1 ATS this season. The Eastern Washington Eagles are 1-9 ATS on the road and the Portland State Vikings are 1-4-1 ATS at home. Just yuck. The difference for me is that Eastern Washington is losing by an average of 18.9 points on the road while Portland State is losing by an average of six points at home. Something has to give, and I'll give the slight edge to the Vikings at home and the small chalk. However, this is probably a game you should stay far away from.
