The Chicago Bulls and New Orleans Pelicans meet Tuesday in NBA preseason action at the Smoothie King Center.

The Chicago Bulls went from being a playoff team in the East that gave the Boston Celtics a scare to a full rebuild. No more Jimmy Butler or Dwyane Wade, the Bulls are now trying to figure out which players are the best fit for coach Fred Hoiberg moving forward. Kris Dunn didn’t have the best rookie season in Minnesota, but players can make leaps when least expected. Justin Holiday is coming off his best shooting season of his career and played 82 games for the first time. Rookie Lauri Markkanen has the perfect inside outside game that should thrive in Hoiberg’s system. And of course, guys such as Bobby Portis, Denzel Valentine and Robin Lopez were all season last season and can provide a decent enough nucleus to prevent the wheels from completely falling off. However, the Chicago Bulls have a lot of convincing to do to a fanbase that is growing more and more frustrated.

The New Orleans Pelicans won just 34 games last year and have to be looking at this season as a make or break. After a full offseason, New Orleans’ fans are hoping the Anthony Davis and DeMarcus Cousins tandem works, especially considering Cousins is a free agent at the end of the year and probably walks if it doesn’t. Adding Tony Allen helps on the defensive end and a point guard duo of Jrue Holiday and Rajon Rondo could work as long as Rondo doesn’t become disinterested in the middle of the season. The issue for the New Orleans Pelicans is a lack of depth and guys who can create their own shot without the help out Cousins and Davis. That’s where guys such as Ian Clark, Jordan Crawford and maybe even a rookie like Frank Jackson need to earn their minutes. The Pelicans need to fill out a consistent rotation if they’re going to be a surprise team in the West this season.

The Bulls are 0-4 ATS in their last 4 games overall and the under is 8-3 in Bulls last 11 overall. The Pelicans are 7-2 ATS in their last 9 Tuesday games, 1-5 ATS in their last 6 games overall and the under is 8-2 in Pelicans last 10 Tuesday games. The Bulls are 12-3-1 ATS in the last 16 meetings in New Orleans, 4-1 ATS in the last 5 meetings and the over is 11-3-1 in the last 15 meetings in New Orleans.

I know the Bulls are in full rebuild mode and don't have a lot of talent currently, but those are teams I like to back in the preseason because playing time is open to these young guys, so you usually see a team playing its tail off while other teams are trying to knockoff rust and not get hurt. The bottom line is this is a ton of points to lay in a preseason game where it's truly hard to get an idea of what's going to happen. I'll take my chances with the points here based on the value.
