There's a good chance that Luck won't be cleared to play in this game and he's pretty much the only reason to like the Colts to beat anybody. The Colts are one of the worst defensive teams in the NFL and those numbers aren't going to improve facing Big Ben and company. The Steelers will put up points quickly and often against this Indy defense and a backup QB isn't going to be able to keep up. Even if Luck somehow plays, getting the Steelers and the low line here is a bargain.
